This is a small carnival held in Taneytown, Maryland (Niff's home town) every year. It's very "rural" and all the rides look like they might collapse at any moment and send children flinging off in every direction. It also just happened to be next to a graveyard for the convenience of getting rid of the bodies.
And, yes, that is a raffle to win one of many fun-time shotguns.
Hey, I'm originally from MD too! Although I grew up right outside of DC so I missed out on some of the true MD culture...like the chance to win a riffle at the fair. heh.
But MD is to blame for my love of crabs and crabs legs. mmmm.
